Very few places in the Lowcountry have this split. The historic core around Park Circle was largely built between 1915 and 1940, with bungalows and cottages added through the 1940s and 60s, plus the WWII-era worker housing around the old Navy Yard. Those homes have original-era supply and drain lines and behave like historic properties.
Then the base closed in 1996, and redevelopment brought Mixson and a wave of new construction. Those homes are PEX and PVC with completely different failure patterns.

Park Circle and the Navy Yard housing run on early-century plumbing. Expect galvanised supply, cast iron drains and the failure modes that come with age.

This catches people out constantly, so it is worth stating plainly.
In much of North Charleston your drinking water comes from Charleston Water System, but your sewer service comes from the North Charleston Sewer District — a separate authority, with its own customer service line (843-764-3072) and its own commission.
So if you have a sewer backup and you call the water company, you may well be calling the wrong people. Charleston Water System provides sewer to a much smaller area than it provides water to, which is exactly why the confusion exists.
